Barceló Collaborative Multicultural Projects Grant

History and Purpose:
Nancy “Rusty” Barceló, Ph.D., was Associate Vice President for Multicultural and Academic Affairs at the University of Minnesota from 1996 to 2001. Her vision of the multicultural university focused on the importance of building coalitions to foster an inclusive and diverse campus environment. Initially, the Rusty Barceló Award was established in 2002 to acknowledge individual efforts to create a positive campus climate for women and particularly, women of color. However, in fall 2004, after consulting with Dr. Barceló regarding her focus on collaboration, cooperation, and action in advancing the goals of inclusiveness and diversity, the honor was refined and re-titled.

The Barceló Collaborative Multicultural Projects Grant offers financial support for quality collaborative projects that help create a thriving campus community where diversity in the widest sense is welcomed and supported. The selection committee particularly seeks efforts that affect the campus climate for women students, faculty, and staff of color. The intent is to provide initial funding for new or re-designed initiatives and programs, not to sustain existing/long-standing efforts.

Types of Grants:

  • Barcelo Project Grants are intended for one-time or short-term events and projects that include, but are not limited to, lectures, panel discussions, conferences, workshops, creative/artistic performances or exhibits and events celebrating diversity.
  • Barcelo Institutional Change Grants are targeted at programs and projects that address the need for long-term systemic change within the University community in order to build an institution that reflects the values of inclusion, fairness, diversity, and opportunity. Grants are directed toward projects engaged in action research, education, organizing, and advocacy, particularly addressing University policies and practices that have created barriers and/or inequities.

Grant Award Amounts:
Up to two $ 500 - $1,000 grants may be awarded for Short-Term Projects that seek to enhance campus diversity and inclusiveness; one $2,500 grant may be given to fund an Institutional Change Project.

Funded projects will be listed and recognized at the OUW “Celebrating University Women Awards Program” (April 26, 2006) as well as on the OUW website.

Application Requirements:
All projects must include a statement of purpose, intended audience, goals, and an estimated budget. Additionally, a project leader or contact person must be listed.

Selection Process:
Applications are reviewed by a selection committee appointed by the Office for University Women to include representatives of faculty, P&A staff, Civil Service and Bargaining Unit staff, and students.

Selection Criteria:
Applications are evaluated on the basis of project viability and commitment to the Office of the Vice President and Vice Provost for Equity and Diversity goals of actively fostering diversity and inclusiveness; additionally, particular attention is given to the OUW goals of creating a positive campus climate for women, especially women of color. 

ELIGIBILITY AND FUNDING PRIORITIES

Who May Apply:
University teams or groups that demonstrate collaboration across programs, departments, units, centers, offices, or colleges to improve the campus climate of inclusiveness and diversity. Student groups must include a University department, office, center, or college as one of its partners. Past grant recipients may re-apply for funding, but should note the limitations stated below. No additional requests for funding will be considered until the final report for a past project has been submitted to OUW.

Funding Priorities:
Projects involving partnerships between faculty, staff and/or students are especially encouraged. Special consideration will also be given to proposals representing collaboration across University departments, colleges, and/or units. Preference will also be shown toward groups with limited access to other means of institutional support (assuming submission of a strong proposal). FUNDING IS FOR PROJECTS OCCURRING IN 2006-07.

Funding Limitations:

  • Grants will NOT be awarded for programs or projects that have already occurred at the time the proposal is submitted or that will occur prior to the beginning of the fiscal year in which the grant is awarded (These awards are for projects occurring in 2006-07).
  • Barcelo Grants are NOT awarded to ongoing, long-standing efforts, and will be awarded to support on-going activities only if the proposal clearly demonstrates how funding is critical to ensure continuation of the project in its early stages, or if funding significantly expands an existing project’s scope and impact.
