                           FEBRUARY 15, 1996

      The second meeting of the Twin Cities Campus Assembly for 1995-96 was 
convened in the Cowles Auditorium, Humphrey Center, Minneapolis campus, on 
Thursday, February 15, 1996, at 3:45 p.m.  Checking or signing the roll as 
present were 115 voting faculty/academic professional members, 24 student 
members, 7 ex officio members, and 6 nonmembers.  Mr. Joel Bergstrom, Vice 
Chair of the Assembly, presided.

MOTION:

      That the Faculty Assembly and UMD Faculty senators approve the following 
slate: Sara Evans, Russell Hobbie, M. Janice Hogan, Robert Jones, Richard 
Skaggs, Matthew Tirrell.

INFORMATION:

      The Nominating Committee appointed by the Assembly November 16, 1995, to 
fill three 1996-99 Twin Cities/UMD faculty positions on the Senate 
Consultative/Assembly Steering Committee presents the following six names, 
from which three are to be elected by mail ballot by the Twin Cities faculty 
and the non-represented UMD 
faculty:

      The Assembly Steering Committee serves as the executive committee of the 
Twin Cities Campus Assembly and forms the Twin Cities membership of the Senate 
Consultative Committee.  Recent Senate and Assembly legislation has merged the 
Twin Cities faculty and the non-represented UMD faculty for purposes of Senate 
Consultative Committee/Assembly Steering Committee elections.  Should a non-
represented UMD faculty member be elected, that individual will be a member of 
the Senate and Faculty Senate Consultative Committees, but shall not be a 
member of the Assembly Steering Committee.

      Additional nominations, certified as willing to stand for election, may 
be made by (1) petition of 12 voting members of the faculties, provided that 
the petition is in the hands of the Clerk of the Twin Cities Campus Assembly 
the day before the Twin Cities Campus Assembly meeting, and (2) nominations on 
the floor of the Assembly.  The faculty representatives of the Twin Cities 
Campus Assembly shall reduce by vote the slate to twice the number to be 
elected.

      Currently serving with terms continuing at least through next year are:

                        Michael Steffes, Medical School

      The terms of John Adams (College of Liberal Arts), Robert Jones (College 
of Agriculture); Geoffrey Maruyama (College of Education) expire at the end of 
this academic year.

THERE SHALL BE A PROVOSTAL FACULTY CONSULTATIVE COMMITTEE (PFCC) WITHIN EACH 
OF THE PROVOSTRIES ON THE TWIN CITIES CAMPUS.  EACH PFCC SHALL REPRESENT THE 
FACULTY AT LARGE OF ITS RESPECTIVE PROVOSTRY AND NOT THE INDIVIDUAL 
INSTITUTES, COLLEGES, SCHOOLS, OR DEPARTMENTS WITHIN THE PROVOSTRY.

MEMBERSHIP

THE PROVOSTAL FACULTY CONSULTATIVE COMMITTEES SHALL BE COMPOSED AS FOLLOWS: 

      ACADEMIC HEALTH CENTER:  8 FACULTY MEMBERS  (2 FROM THE MEDICAL SCHOOL 
      AND 1 EACH FROM DENTISTRY, NURSING, PHARMACY, PUBLIC HEALTH, VETERINARY 
      MEDICINE, AND THE UMD SCHOOL OF MEDICINE).

      ARTS, SCIENCES, AND ENGINEERING:  6 FACULTY MEMBERS  (2 EACH FROM THE 
      COLLEGE OF LIBERAL ARTS AND THE INSTITUTE OF TECHNOLOGY AND 1 EACH FROM 
      THE COLLEGE OF BIOLOGICAL SCIENCES AND GENERAL COLLEGE).

      PROFESSIONAL STUDIES:  9 FACULTY MEMBERS  (1 EACH FROM THE AGRICULTURAL, 
      FOOD, AND ENVIRONMENTAL SCIENCES; ARCHITECTURE AND LANDSCAPE 
      ARCHITECTURE; EDUCATION AND HUMAN DEVELOPMENT; HUMAN ECOLOGY; LAW; 
      MANAGEMENT; MINNESOTA EXTENSION SERVICE; NATURAL RESOURCES; AND PUBLIC 
      AFFAIRS).

MEMBERS SHALL BE NOMINATED IN ACCORDANCE WITH PROCEDURES ESTABLISHED FOR THE 
FACULTY CONSULTATIVE COMMITTEE ELECTION AND ELECTED BY COLLEGE.  TERMS OF 
OFFICE SHALL BE THREE YEARS WITH TERMS BEGINNING JULY 1 AND TERMINATING JUNE 
30.  NO MEMBER IS ELIGIBLE TO SERVE MORE THAN TWO CONSECUTIVE FULL TERMS.  
ELECTIONS SHALL BE SO ADJUSTED THAT THE TERMS OF APPROXIMATELY ONE THIRD OF 
THE MEMBERS SHALL EXPIRE EACH YEAR.

IN CASE OF A FACULTY VACANCY, THE REMAINING MEMBERS OF THE PROVOSTAL FACULTY 
CONSULTATIVE COMMITTEE BY MAJORITY VOTE SHALL FILL THE VACANCY BY INTERIM 
APPOINTMENT UNTIL THE NEXT GENERAL ELECTION. 

EACH PROVOSTAL FACULTY CONSULTATIVE COMMITTEE SHALL ELECT ITS CHAIR FROM 
AMONGST ITS MEMBERS FOR A ONE-YEAR TERM OF OFFICE.  THE CHAIR SHALL BE 
ELIGIBLE FOR RE-ELECTION TO THAT POSITION.

DUTIES AND RESPONSIBILITIES

A.    TO MEET AT LEAST MONTHLY TO DISCUSS MATTERS OF CONCERN TO THE FACULTY.

B.    TO MEET REGULARLY WITH THE PROVOST AND OTHER ACADEMIC OFFICERS TO 
      REPRESENT THE VIEWPOINTS OF THE FACULTY.

C.    TO MEET PERIODICALLY WITH FACULTY SENATE/ASSEMBLY MEMBERS FROM THE 
      RESPECTIVE PROVOSTRY TO FACILITATE COMMUNICATION WITH THE FACULTY.

D.    TO MEET WITH THE FACULTY CONSULTATIVE COMMITTEE/TWIN CITIES CAMPUS 
      FACULTY ASSEMBLY STEERING COMMITTEE AT LEAST ANNUALLY.

E.    TO REPORT TO THE FACULTY ASSEMBLY STEERING COMMITTEE.

DISCUSSION:

      Professor Carl Adams introduced the motion to establish Faculty 
Consulative Committees in each of the three provostries on the Twin Cities 
campus .  He explained the rationale for establishing the committees and the 
expectation that students will be bringing forth a similar amendment, which is 
the reason for the sunset clause of June 30, 1997.  There are a number of 
important issues facing the faculty at this time, added Professor Virginia 
Gray, and the Faculty Consultative Committee (FCC) believes it is critical 
that the faculty committees be established as soon as possible.  The FCC, she 
said, is very willing to work with the student leadership to develop a 
parallel structure for students.

      One senator inquired about representation for academic professionals and 
Professor Gray responded that the Academic Staff Advisory Committee, which 
functions similar to the Faculty Consultative Committee, elected to have their 
committee be the representative body for academic professionals in the 
provostries.  Similarly, the Civil Service Committee, which has expanded its 
membership to include representatives from each provostry, will serve as the 
governance mechanism for non-bargaining civil service employees.

      A student senator expressed skepticism that once the faculty motion is 
approved the Assembly will approve a parallel motion for students and urged 
the vote be delayed until students have an opportunity to develop their 
proposal.

      A question was raised concerning the proposed membership of the Arts, 
Sciences, and Engineering Provostal Faculty Consultative Committee and whether 
just six faculty could adequately represent such a large constituency.  
Professor Gray replied that the numbers for all three provostries were 
determined by looking at Faculty Senate representation.

      Professor Gray also clarified that while the election process will 
follow the same procedure as that set forth for the Faculty Consultative 
Committee, members will be elected by college rather than by the faculty as a 
whole.

      At this time a friendly amendment to substitute the term "provostry" for 
"provostal area" in all instances was accepted.

      As a bylaw amendment 94 affirmative votes were required for approval.  
The vote was 85 in favor, 2 opposed; thus, the amendment will be brought back 
to the Assembly on April 18 for reconsideration.

MOTION:

      To approve the membership of a Nominating Committee to select Twin 
Cities faculty/academic professional candidates for election to the 
Senate/Assembly Committee on Committees. 


COMMENT:

      The Nominating Committee is responsible for identifying Twin Cities 
faculty and academic professionals interested and willing to stand for 
election to the Senate/Assembly Committee on Committees.  A slate of 
candidates will be presented to the Assembly at its next meeting and, if 
approved, the faculty/academic professional membership of the Assembly will 
elect two to serve 3-year terms on the Committee on Committees.

      The following individuals were selected to form the membership of the 
Nominating Committee to select Twin Cities faculty/academic professional 
candidates for election to the Senate/Assembly Committee on Committees: Carole 
Bland, Clarence Carter, Kenneth Heller, John Howe, Robert Jones, and Naomi 
Scheman.
