TWIN CITIES CAMPUS ASSEMBLY MINUTES
FEBRUARY 17, 1994
The second meeting of the Twin Cities Campus Assembly for 1993-94
was convened in 25 Law Center, Minneapolis campus, on Thursday, February
17, 1994, at 4:10 p.m. (immediately following the Faculty Senate meeting).
Checking or signing the roll as present were 120 voting faculty/academic
professional members, 27 student members, 2 ex officio members, and 5 nonmembers.
Professor Hyman Berman, Assembly Vice Chair, presided.

NOMINATING COMMITTEE, COMMITTEE ON COMMITTEES
Action by Faculty/Academic Professional Assembly Members
MOTION:
To approve the following membership of a Nominating Committee to
select Twin Cities faculty candidates for election to the Senate/Assembly
Committee on Committees: Geoffrey Maruyama (chair), V. Rama Murthy, Donald
Rasmusson, Mariah Snyder, Craig Swan.
COMMENT:
The Nominating Committee is responsible for identifying Twin Cities
faculty interested and willing to stand for election to the Senate/Assembly
Committee on Committees. A slate of candidates will be presented to the
Assembly at its next meeting and, if approved, the faculty/academic
professional Assembly members will elect two to serve 3-year terms on
the Committee on Committees.

Action by the Faculty Assembly and UMD Faculty Senators
MOTION:
That the Faculty Assembly and UMD Faculty Senators approve the
following slate: Carl Adams, Allen Goldman, M. Janice Hogan, Michael Steffes.
INFORMATION:
The Nominating Committee appointed by the Assembly December 2,
1993 to fill two 1994-97 Twin Cities/UMD faculty positions on the Senate
Consultative Committee presents the following four names, from which two are to be
elected by mail ballot by the Twin Cities faculty and the non-represented UMD
faculty:
CARL ADAMS: 1970*, Professor of Information and Decision Sciences, School of
Management. University Senate member: 1984-87. Committee participation
(present and past): Senate Faculty Affairs Committee (chair, 1992-94),
Senate Finance and Planning Committee, Senate Business and Rules Committee,
Senate Committee on Committees, Senate Consultative Committee (ex officio,
1993-94), Faculty Workload Task Force (chair), several University-wide search
committees, School of Management Faculty Executive Committee, Graduate School
Policy Review Committee for the Social Sciences. Other: current chair of the
Department of Information and Decision Sciences, former Board member and
President of the Campus Club.
ALLEN GOLDMAN: 1965*, Professor of Physics and Astronomy, Institute of
Technology. University Senate member: 1980-83. Committee participation
(present and past): Senate Research Committee, Assembly Committee on
Intercollegiate Athletics, Senate Library Committee, Recreational Sports
Committee, Graduate School Research Advisory Committee, REX Program
for High School Teachers Advisory Board, Search Committee for the Vice President
for Research and the Dean of the Graduate School (chair), Search Committee for
the Dean of the Institute of Technology (chair), Indirect Cost Recovery
Committee, IT Promotions Advisory Committee (former chair).
M. JANICE HOGAN: 1976*, Professor of Family Social Science, College of Human
Ecology. Committee participation (present and past): Senate Judicial
Committee, Assembly Committee on Undergraduate Education, College of
Human Ecology Strategic Planning Committee, Family Social Science Consultative
Committee, Graduate School DGS Advisory Committee, Undergraduate
Research Center Ad Hoc Committee, Misconduct in Research Ad Hoc Committee,
Women's Salary Settlement Committee, Inter-College Program Advisory Committee,
numerous University-wide search committees, including Graduate School
Dean, IAFHE Vice President, and College of Human Ecology Dean. Other: current
Director of Graduate Studies, former College of Human Ecology International
Education Officer.
MICHAEL STEFFES: 1974*, Professor of Laboratory Medicine and Pathology,
Medical School. University Senate member: 1986-90 and 1991-94.
University Senate Vice Chair: 1988-90. Committee participation (present and past):
Senate Consultative Committee (2 years as Senate Vice Chair), Senate
Committee on Committees (current chair), Senate Use of Human Subjects in Research
Committee, Health Sciences Reorganization Task Force, Search Committee
for Provost and Academic Vice President, Task Force on Medical School Class
Size, Task Force on Medical School Student Recruitment, Twin Cities Ad Hoc
Committee on Intercollegiate Athletics.
The Assembly Steering Committee serves as the executive committee of the
Twin Cities Campus Assembly and forms the Twin Cities membership of the Senate
Consultative Committee. Recent Senate and Assembly legislation has merged the
Twin Cities faculty and the non-represented UMD faculty for purposes of Senate
Consultative Committee/Assembly Steering Committee elections. Should a non-
represented UMD faculty member be elected, that individual will be a member of
the Senate and Faculty Consultative Committees, but shall not be a member of
the Assembly Steering Committee.
Additional nominations, certified as willing to stand for election, may
be made by (1) petition of 12 voting members of the faculties, provided that
the petition is in the hands of the Clerk of the Twin Cities Campus Assembly
the day before the Twin Cities Campus Assembly meeting, and (2) nominations on
the floor of the Assembly. The faculty representatives of the Twin Cities
Campus Assembly shall reduce by vote the slate to twice the number to be
elected.
Currently serving with terms continuing at least through next year are:

The terms of Mario Bognanno (School of Management) and Shirley Zimmerman
(College of Human Ecology) expire at the end of this academic year.

IV. ASSEMBLY STEERING COMMITTEE
Faculty Assembly Vice Chair
Action
MOTION:
To amend Article II, Section 4, of the Assembly Constitution, as follows
(language to be added is in CAPS):
4. Assembly Officers
The president of the University shall chair the Assembly. A vice chair
shall be elected by the Assembly. . . . The president, with the consent of the
Assembly, shall appoint a clerk and a parliamentarian . . . Assembly Bylaws
and Rules. IN THE EVENT THE VICE CHAIR OF THE ASSEMBLY IS A STUDENT, THE
FACULTY ASSEMBLY SHALL ELECT A FACULTY MEMBER TO SERVE AS VICE CHAIR IN THE
EVENT THE FACULTY ASSEMBLY MEETS. THE VICE CHAIR SHALL SERVE FOR A TERM OF
ONE YEAR AND SHALL BE ELIGIBLE FOR RE-ELECTION. THAT INDIVIDUAL SHALL ALSO
SERVE AS A VOTING MEMBER OF THE FACULTY ASSEMBLY STEERING COMMITTEE.
COMMENT:
This motion is parallel to the one establishing the position of vice
chair of the Faculty Senate in the event the University Senate vice chair is
a student. Although the Twin Cities Faculty Assembly rarely meets, on those
occasions when it does it may need a vice chair in the event the President of
the University is unable to preside. Also parallel to the provisions of the
University Senate Constitution, the faculty member would also serve as a
voting member of the Faculty Assembly Steering Committee (should it
ever have occasion to meet).

DISCUSSION:
As a constitutional amendment, the motion requires approval by two-thirds
of the voting membership at one meeting or approval by a majority of the
voting membership at each of two meetings. The motion received majority
approval at the December 2, Assembly meeting and again at the February 17,
meeting.
