- Ford trucks frame the plant where they are painted and assembled in St. Paul, Minnesota.
- Only a block away from the plant's fence is a residential neighborhood, Highland Park.
- The problem: stacks from the paint spray booths may emit paint particles and dangerous organic compounds (VOCs).
- Bordering the plant on the north side is Ford Parkway, its name reflecting the dominating presence of Ford in the neighborhood.
- The main entrance to the plant is along a busy thoroughfare, where local traffic contributes its own form of pollution.
- Across the street from the plant, and all along Ford Parkway, are shops (here, a fashionable liquor store).
- One shopping center, featuring a deluxe grocery store, backs up on the Ford property (stacks visible behind).
- On the west side of the plant, a road winds along the cliff, high above the Mississippi River .
- Along the road is a trail--popular for jogging, biking and strolls by city residents.
- The promixity of manufacturer and community is evident here: a building for senior citizens rises on the left, next to the Ford Plant, with its main stack, on the right.
- From the east side one can view Ford's closest neighbors, residents of this senior-citizen high-rise, with the plant 's stacks beyond.
- What does it mean to be a good neighbor? Ford's main stack is clearly visible from the base of the senior-citizen high-rise (left). The building was built on land donated by Ford, and now houses the persons most susceptible to Ford's emissions.
