Moped Laws

The rules require mopeds to be registered and to park only in specifially designated parkng areas, and were implemented to improve safety and ensure adequate parking space for both mopeds and and bicycles.

If you are a moped driver and your license plate is marked “MP” or “MOPED” you must
• Go to the UMPD and pick up your FREE moped parking sticker. To get the parking sticker, you’ll need your:
o driver’s license
o moped's license plate number
o moped's Vehicle Identification Number
• Sign an agreement acknowledging Minnesota moped statutes and University regulations.
• Put the sticker on your moped.
• Park in designated moped parking areas on campus.

• Follow these University and State regulations:
o Riders must wear eye protection at all times.
o Operators must have a valid driver’s license, a valid motorized bicycle operator’s permit, or a valid motorized bicycle instruction permit.
o Moped riders may not carry passengers.
o Mopeds are prohibited from sidewalks, except when necessary for direct access to a roadway from a driveway, alley or building. In those instances, they must be walked, not driven.
o Mopeds cannot operate in designated bicycle lanes. Mopeds are not allowed on the Washington Avenue Bridge pedestrian level, unless walked across.
o Mopeds must be legally registered and have liability insurance in order to operate on a public street or highway.
o Mopeds cannot ride in any area that is restricted to emergency vehicles and buses only.

One important note: mopeds or motor scooters with plates designated “motorcycle” are not mopeds. They are motorcycles and must adhere to all of the rules for motorcycles. Vehicles must park in a regular parking spot.
