The University of Minnesota's Office of Measurement Services (OMS) is a good resource for departments considering implementing a merit pay plan. OMS has worked with OHR compensation to develop employee and supervisor surveys that gauge employee and supervisor opinion and uncover roadblocks that may inhibit implementation of a merit pay plan.
OMS is able to administer these surveys to employees and provide summary results to units that maintain the confidentiality of those completing the survey. OMS is also able to work with units to develop strategies to address identified areas of concern.
