Employment Outside the United States Working Group

Who We Are

Employment Outside the United States (EOUS) Working Group is an informal group dedicated to working with University units to legally and appropriately engage individuals to work outside the United States.

The EOUS Working Group has members from the following units:

  • Office of the General Counsel (Donald Amundson, Elizabeth Anderson)
  • Office of Human Resources

    • Benefits (Kathy Pouliot)
    • Job Center (Laura Negrini)
    • Payroll (Karen Klein)
    • Policy (Susan Rafferty)
  • Office of International Programs (Molly Portz, Stacey Tsantir)
  • Risk Management (Steve Pardoe, Ann Martin)
  • Tax Office (Kelly Farmer)

How We Can Assist You

The same set of rules for engaging someone to work for the University in the United States may not apply for international situations. There may be very different laws, treaties, University policies, and benefits plans depending on the work arrangements.

The EOUS group can help you sort through:

  • Appointing and compensating individuals working outside the United States;
  • Specific legal requirements to do business in a particular country;
  • Tax implications for the individual and the University;
  • Type of insurance coverage needed, such as property, general liability, auto, and workers’ compensation; and
  • Travel resources.

How You Can Access EOUS Assistance

As soon as you have identified a need to send a current University employee or engage another individual to work for your unit outside the United States, please contact us. Complete an EOUS information form (Word 2007) and email it to the EOUS partner group at eous@umn.edu. One of the working group members will contact you to begin addressing the particular situation.
