The parties agree that step movement as described in section 21.3, 21.4 and 21.5 of this agreement shall be inapplicable for the term of this contract. No paid hours from July 1, 2009 through June 30, 2011 shall count for purposes of salary progression. Salary progression hours shall be frozen on July 1, 2009 and remain frozen through June 30, 2011. The application of this shall be as follows:

Current employees

Current employees who have not reached the maximum salary step for their classification will not receive progression credit for any hours from July 1, 2009 through June 30, 2011.  Example: A full time 12 month appointment employee was moved to step 2 of their classification on May 31, 2009. From June 1, 2009 through June 30th 2009 that employee was credited with 176 hours toward movement to step 3. On July 1, 2009 all step progression credit is frozen. Therefore, that employee will remain at 176 hours of credit for step progression until July 1, 2011. On July 1, 2011 the progression credit will resume at the same rate progression credit was earned prior to freezing the progression credit. The employee will be moved to step 3 once he/she has worked the additional hours necessary to achieve the step increase. In most cases under this example that amount would be 1904 hours (176 hours + 1904 hours = 2080 hours).

Employees hired between July 1, 2009 and June 30, 2011

Employees hired during the period of time in which salary progression is frozen – July 1, 2009–June 30, 2011 – will not receive any credit toward salary progression during this period. Example: An employee hired on August 1, 2009 will not receive salary progression credit for any hours between August 1, 2009 and June 30, 2011. On July 1, 2011 that employee will have zero hours of credit toward wage progression and will commence accumulating credit hours for wage progression on that day in accordance with article 21.3 , 21.4 or 21.5 whichever is applicable. This example would be the same for all employees hired between July 1, 2009 and June 30 2011.
