Layoff or Non-Renewal Programs
An important decision to make regarding layoff or non-renewal is whether or not to choose the option to participate in the layoff or non-renewal programs. Eligibility for the layoff or non-renewal programs varies depending upon the employee group to which you belong. You can review the specific policy governing your employee group at one of the following Web sites. These sites include the policy, appropriate contacts, definitions, procedures to follow and the forms and instructions that are needed.
Continuing Your Benefits
If you do elect to participatein the layoff or non-renewal program, you give up the continuation coverage available under COBRA. The University will contribute toward the cost of your medical and/or dental coverage for the period shown in the chart below. The contribution will be based on your work location and permanent residence on your last day of employment. If the University contribution is for less than 18 months, you may continue coverage for the balance of the 18 months at your own expense.
| Full Years of Continuous Service |
Period of University Contribution |
| Less than 3 years |
University will NOT contribute |
| 3 through 4 years |
University will contribute for up to 6 months |
| 5 through 9 years |
University will contribute for up to 12 months |
| 10 years and over |
University will contribute for up to 18 months |
If youdo not elect to participate in the layoff or non-renewal program, you can continue your medical, dental, and life insurance for up to 18 months through COBRA continuation coverage. However, you will pay the full cost plus a two percent administrative fee for these benefits.
You can talk to the Employee Benefits Service Center about your situation by calling 612-624-9090 or 800-756-2363.
Lump-sum Payment
In general, depending upon your years of continuous service, you may qualify for a lump-sum payment equal to one week of pay for each year of continuous service, up to 52 weeks of pay. This pay is subject to tax and will impact any unemployment benefits.
Layoff List and Rehire at the University
In exchange for participating in the layoff severance program, the laid off civil service/bargaining unit employee waives layoff rights, reinstatement rights if rehired, and all other claims against the University.
To learn more about layoff rights, see the layoff list or contact the layoff list coordinator.
In addition, an employee who elects a layoff severance or non-renewal package agrees not to reapply for or be rehired for University employment for a period of time equal to the number of weeks of severance paid, beginning on the first day of non-employment.
