The Citizens' Commission on Civil Rights actively monitors federal policymaking on civil rights issues. The Commission has conducted assessments of multiple presidential administrations with regard to their civil rights performances, sharing the insight of both practitioners and scholars on issues, such as educational desegregation, employment discrimination, transportation policy, and fair housing. "In this report, the seventh biennial civil rights report
issued by the Citizens' Commission on Civil Rights,
the Commission confronts the Bush II Administration's
neglect of crucial civil rights policy enforcement while waging its vigorous war on terrorism."

john powell, executive director of IRP, and Kathleen Graham, a civil rights lawyer, collaborated on a chapter for this most recent report. They assert that metropolitan fragmentation and exclusionary local control have and continue to be primary barriers to the attainment of several essential civil rights objectives, that federal tools exist for combating these negative forces, and that the federal government must assume a significant role in correcting the pattern of the fragmented, sprawling metropolitan region. In honor of the 35th anniversary of the Leadership Council, the civil rights organization charged with administering the landmark Gautreaux housing mobility program in the Chicago region, john powell developed this vision for tying housing to other opportunities throughout metropolitan regions. By linking affordable housing to existing and emerging opportunities in the city and suburbs, such as jobs and high-performing schools, access to multiple opportunities for low-income people of color can be improved. powell points to specific policies and programs that advocates can undertake and promote to link housing and other opportunities throughout regions, not just in the Chicago region but in many regions facing "opportunity divides."
