      The General Assembly,
 
      Recalling its resolution 48/5 of 13 October 1993 on observer status for
the Conference on Security and Cooperation in Europe, and the framework for
cooperation and coordination between the United Nations and the Conference on
Security and Cooperation in Europe signed on 26 May 1993, as well as its
resolution 49/13 of 15 November 1994 on cooperation between the two
organizations,
 
      Recalling also the declaration at the 1992 Helsinki Summit by the Heads
of State or Government of the participating States of the Conference on
Security and Cooperation in Europe of their understanding that the Conference
is a regional arrangement in the sense of Chapter VIII of the Charter of the
United Nations and as such provides an important link between European and
global security,
 
      Taking note of the Document of the Budapest Summit of 1994 of the
Conference, in particular the decision that, in order to reflect the
fundamental change in the Conference and the dramatic growth in its role in
shaping a common security area, the Conference would henceforth be known as
the Organization for Security and Cooperation in Europe,
 
      Having examined the report of the Secretary-General of 16 October 1995
on cooperation between the United Nations and the Organization for Security
and Cooperation in Europe,
 
      Acknowledging the increasing contribution of the Organization for
Security and Cooperation in Europe to the establishment and maintenance of
international peace and security in its region through activities in early
warning, preventive diplomacy, crisis management, arms control and
disarmament, and post-crisis stabilization and rehabilitation measures, and
its efforts in supporting the economic dimension, as well as its crucial role
in the human dimension,
 
      Taking note of the statement of the Budapest Summit of 1994 in which it
was agreed that participating States might, in exceptional circumstances,
jointly decide that a dispute would be referred to the Security Council on
behalf of the Organization for Security and Cooperation in Europe,
 
      Welcoming the fact that, since the Budapest Summit of 1994, cooperation
between the United Nations and the Organization for Security and Cooperation
in Europe has developed further on both the political and organizational
levels and that joint efforts in several areas are being undertaken, such as
humanitarian activities, monitoring of human rights, election monitoring and
the implementation of sanctions regimes,
 
      Welcoming also the progress made in the development and consolidation of
contacts and cooperation between the United Nations and the Organization for
Security and Cooperation in Europe with regard to the activities of the field
missions of the latter,
 
      Recalling that the Organization for Security and Cooperation in Europe
has already established a long-term presence in several countries, including
the conflict zones in its region,
 
      Stressing the importance of the full implementation of Security Council
resolution 855 (1993) of 9 August 1993, as well as the decisions of the
Organization for Security and Cooperation in Europe concerning the resumption
of the activities of its mission to Kosovo, the Sand~ak and Vojvodina in the
Federal Republic of Yugoslavia (Serbia and Montenegro),
 
      Underlining the possibilities for regional action by the Organization
for Security and Cooperation in Europe for the maintenance of international
peace and security as provided for under Chapter VIII of the Charter,
 
      Welcoming the ongoing work within the framework of the Organization for
Security and Cooperation in Europe on the elaboration of a common and
comprehensive security model for the Europe of the twenty-first century,
 
      Welcoming also the further development of closer contacts between the
Organization for Security and Cooperation in Europe and the non-participating
Mediterranean States with special regard to their seminar at Cairo on the
experience of the Organization in confidence-building measures, as well as the
increased cooperation between the Organization and States in Asia, and looking
forward to the continuation of those contacts,
 
      Welcoming further the decision of the Permanent Council of the
Organization for Security and Cooperation in Europe, which met at Budapest on
7 December 1995, that the above-mentioned Mediterranean States would be known
henceforth as "Mediterranean Partners for Cooperation" and the above-mentioned
States in Asia as "Partners for Cooperation",
 
      1.    Takes note with satisfaction of the report of the Secretary-
General; 
 
      2.    Welcomes the intensified cooperation and coordination between the
United Nations and the Organization for Security and Cooperation in Europe on
the basis of the framework agreement, and requests the Secretary-General of
the United Nations to explore with the Chairman-in-Office and the Secretary-
General of the Organization for Security and Cooperation in Europe
possibilities for further improvement, with special regard to the mutual
provision in advance of information in those areas where both organizations
have their own respective roles to play;
 
      3.    Also welcomes the support extended by the United Nations in
sharing its experience with the Organization for Security and Cooperation in
Europe in conflict prevention and peace-building and peace-keeping activities;
 
      4.    Supports the activities of the Organization for Security and
Cooperation in Europe aimed at contributing to stability and the maintenance
of peace and security within its region, and stresses the importance of the
work done by its field missions;
 
      5.    Encourages the States members of the Organization for Security and
Cooperation in Europe to make every effort to achieve peaceful settlement of
disputes in the region, through conflict prevention and crisis management by
the Organization, including peace-keeping;
 
      6.    Welcomes the General Framework Agreement for Peace in Bosnia and
Herzegovina and the annexes thereto, signed in Paris on 14 December 1995 by
the Presidents of the Republic of Bosnia and Herzegovina, the Republic of
Croatia and the Federal Republic of Yugoslavia, and the important role it
assigns to the Organization for Security and Cooperation in Europe to
supervise the preparation and conduct of free and fair elections in Bosnia and
Herzegovina, to monitor, in cooperation with other international
organizations, the human rights situation, to help guide the negotiating
process to bring about regional stability and to build mechanisms to increase
confidence and security;
 
      7.    Also welcomes the Basic Agreement on the Region of Eastern
Slavonia, Baranja and Western Sirmium, signed on 12 November 1995, and
acknowledges the important role of the Organization for Security and
Cooperation in Europe in the implementation of that agreement and the future
role of the Organization in other regions of Croatia;
 
      8.    Decides to include in the provisional agenda of its fifty-first
session the item entitled "Cooperation between the United Nations and the
Organization for Security and Cooperation in Europe", and requests the
Secretary-General to submit to the General Assembly at its fifty-first session
a report on cooperation between the United Nations and the Organization for
Security and Cooperation in Europe in implementation of the present
resolution.
