State Council
The State Council is China’s highest state administrative organ. As such, it is responsible for implementing the laws enacted and decisions adopted by the National People’s Congress (NPC) and its Standing Committee. The State Council is formally responsible to the NPC and its Standing Committee on national and local issues, but is primarily under the authority of the Political Bureau and its Standing Committee’s CCP Secretariat.
The State Council meets monthly. The standing committee, which includes the premier, vice premiers, secretary-general, and state councilors, meets twice weekly. The State Council’s organization structure is as follows:
