The Judicial Department



 

 

The Judicial Department, Republic of Armenia (henceforth Judicial Department) is a state administrative institution which provides the full and effective performance of the authorities and participation in civil-legal relations prescribed to the courts, the General assembly of judges, the Council of Courts Chairmen and Judicial Council. 

The Judicial Department provides the full and effective performance of the authorities and participation in civil-legal relations prescribed to the courts and Judicial Council through separate sub-divisions. 

The Judicial Department acts according to the legislation approved by the Chairman of the Court of Cassation. 

According to the law of Republic of Armenia on “Judiciary Service”, the Justice Department:

  1. Implements the policy of the personnel, financial-budgetary, technical and other initiatives directed at the creation of conditions for the effective activities of the judicial power 
  2. Together with the structural subdivisions of the Central body, as well as its separate subdivisions, performs the role of the courts, the Council of Courts Chairmen, its commissions, the staff of the Judicial Council 
  3. Arranges the sittings of the General assembly of judges, the Council of Courts Chairmen and its commissions 
  4. Analyzes and summarizes the judiciary practice and judiciary statistics 
  5. Holds the personal files of the judges 
  6. Settles the working of the official internet web-sites of the courts 
  7. Performs other authorities prescribed to it by that same law, other laws, legislation of the Judicial Department, decisions by the Courts Chairmen and Judicial Councils. 

    The Judicial Department through the separate subdivision of the staff of Judicial Council: 
  8.  Implements the work-related decisions of the Judicial Council, as well as other commissions by the member of the Judicial Council, who has been prescribed commissions by the Judicial Council 
  9. Arranges the sittings of the Judicial Council, sends materials on the issues discussed in the Judicial Council to the members of the Judicial Council and other interested parties, makes records of the sittings of the Judicial Council, delivers and pronounces the acts approved by the Judicial Council 

    The structural subdivisions of the central body of the Judicial Department consist of departments, sections, services and other subdivisions approved by the Council of Courts Chairmen. The separated subdivisions of the Judicial Department are formed of the staffs of courts, Judicial Council and other subdivisions approved by the Council of Courts Chairmen.

    The separated subdivisions of the Judicial Department performs separate functions of the Judicial Department, i.e. provides the full and effective performance of the authorities and participation in civil-legal relations prescribed to the concerned court, Judicial Council or another body of the judiciary power. 
    The separated subdivision has a round seal with the image of the emblem of the Republic of Armenia and with the name of the institution in Armenian, blank-forms, other personalized means. 

    The direct governance of the separated subdivision of the Judicial Department is implemented by the head of the separated subdivision. The head of the separated subdivision- 

  10. Acts in the name of Judicial Department, represents its interests, signs agreements without a license within the authorities prescribed to him/her 
  11. Provides licenses for implementation of certain functions of the separated subdivision 
  12. Appoints and dismisses the staffers of the technical service in the separated subdivision 
  13. Is in charge of the property, including the financial means, of the separated subdivision according to law, other legal acts and order approved by the founder 
  14. In the name of the separated subdivision presents financial reports 
  15. Represents the separated subdivision in its relations with other bodies, organizations and citizens 
  16. Performs other authorities and duties prescribed to him/her by law, legislation and other legal acts. 

    The judiciary service is implemented in the structural subdivisions and separated subdivisions of the Central body of the Judicial Department.
