Dear President Nieto Navia:

The Commission hereby respectfully submits its response to the Court's communication of July 12, 1993 requesting that we supply the names and document identification numbers of the fathers of five of the victims in the above referenced case. the Commission requested the assistance of Moiwana'86 in gathering the necessary data in Suriname. Pursuant to our request, Moiwana'86 sent a delegation to the interior villages where the families of the victims in this case reside.

Moiwana'86 has provided the following information:

1. The father of victim Daison Aloeboetoe was named Abinotoe Banai. The victim's father died in the village of Gaantatai, in the Brokopondo area.

2. The father of victim Deedemanoe Aloeboetoe was Abinotoe Banai. Daison and Deedemanoe Aloeboetoe were brothers - sons of the same father. As noted above, Abinotoe Banai is deceased.

3. The father of Richenel Voola Aside was named Depessi Main. He died at Gaantatai on April 4, 1982.

4. The father of Bernard Tiopo was named Soine Asoedanoe. He died in the village of Gujaba, in the Brokopondo area, when Bernard Tiopo was an infant. Sepimanoe Tiopo, brother of Soine Asoedanoe, then raised Bernard Tiopo. Sepimanoe is alive, and residing in Gujaba.

5. The father of Indie Hendrik Banai is named Eketo Tiopo, born January 15, 1933. His identification card number is 02 91 FJ 042263M.

Four of the fathers about whom the Court requested identification information are deceased. Moiwana'86 has requested the registration office of the District of Sipaliwini to provide the death certificates of these four individuals. Moiwana'86 has indicated that they will transmit copies of the certificates to the Commission via fax as soon as they are obtained.

A copy of the fax communication from Moiwana'86 to the Commission, supplying the information set forth above, is enclosed for the Court's reference.

As follow up on our telephone conversation and regarding questions, we can inform you that the father of Aloeboetoe, Daison is named Banai, Abinotoe. He died at Gaantatai (a village in the Brokopondo area).

Banai, Abinotoe is also Aloeboetoe, Deedemanoe's father. Daison and Deedemanoe were brothers.

The father of Aside, Richenel is named Main, Depessi. He died at Gaantatai on April 4, 1982.

The father of Tiopo, Bernard is named Asoedanoe, Soine. He died at Gujaba (a village in the Brokopondo area) when Bernard was still an infant. Bernard then brought up by Tiopo, Sepimanoe, a brother of his real father. Tiopo, Sepimanoe is still alive and is residing at Gujaba. He is not included in the claims.

The father of Banai, Indie Hendrik is named Tiopo, Eketo. His date of birth is 15 01 1933

ID card nr: 02 91 FJ 042263M. He is still alive.

We requested the registration service of the district Sipaliwini to provide us with death certificates of the deceased persons. As soon as those are available we will fax the information to the IACHR.

The Commission hereby respectfully submits information to supplement its August 6, 1993 response to the Court's communication of July 12, 1993, which requested the names and document identification numbers of the fathers of five of the victims in the above referenced case. In our response we noted that Moiwana'86 was continuing its efforts to obtain identification information pertaining to the deceased fathers of four of the victims. The Commission is now informed that the registration service has no official record of these deaths. Thus, death certificates are unavailable.

Moiwana'86 has, however, been able to obtain further documentation. They provide the following information:

1. Abinotoe Banai, the father of victims Daison Aloeboetoe and Deedemanoe Aloeboetoe, was born in 1916, and held identity card number: 04 76 AA 27104M.

2. Sepimanoe Tiopo, who raised Bernard Tiopo after his father Soine Asoedanoe died, was born January 8, 1924, and holds passport number: R494402. Moiwana'86 also obtained a copy of the family registration book of Sepimanoe Tiopo.

3. As submitted in the Commission's August 6 communication, Eketo Tiopo, the father of Indie Hendrik Banai, was born January 15, 1933, and holds identification card number: 02 91 FJ 042263M.

The registration service informed us that there are no records of the death's of

It seems that the family never gave notice of their death. We fax you xeroxes of

- the identification card of Banai, Abinotoe (born in 1916, ID card nr. 04 76 AA 27104M),

- the passport of Tiopo, Sepimanoe (born January 8, 1924, passport nr. R 494402),

- the family registration book of Tiopo, Sepimanoe.

You already received xeroxes of the identification card of Tiopo. Eketo, the father of Banai, Indie Hendrik.

Dear President Nieto Navia:

In response to the Court's communication dated August 9, 1993, requesting the Commission to supply information as to whether the father of Daison and Deedemanoe Aloeboetoe died before or after his sons were assassinated, the Commission is informed that the father died after the assassination of his sons. Moiwana'86 contacted another of Abinotoe Banai's sons. Asandoi Aloeboetoe (the brother of Daison and Deedemanoe Aloeboetoe), and learned that Abinotoe Banai died on December 13, 1991, at Gujaba.

A copy of the fax from Moiwana'86, supplying the above information, is enclosed for the Court's reference.

Asandoi Aloeboetoe, the brother of Daison and Deedemanoe Aloeboetoe, informed us today that their father, named Abinotoe Banai, died at Gujaba on December 13, 1991.
