Mr. Secretary,

                On the instructions of the Inter-American Commission on Human Rights, I am transmitting to you the application which this Commission presents to the Inter-American Court of Human Rights against the Republic of Peru in connection with Case No. 11.319 concerning Jaime Francisco Castillo-Petruzzi, María Concepción Pincheira-Saez, Lautaro Enrique Mellado-Saavedra, and Alejandro Astorga-Valdés.

                The Inter-American Commission on Human Rights has decided to appoint as delegates to represent it Dr. Oscar Luján Fappiano, Dr. Carlos Ayala Corao, and Dr. Claudio Grossman, Members of the Commission, who will be advised by Ambassador Jorge E. Taiana, Executive Secretary, and Dr. Christina Cerna, an attorney at the Secretariat.

                In accordance with Article 22 of the Rules of Procedure of the Court, the Commission will also be assisted by the original petitioners, Dr. Verónica Reyna and Dr. Nelson Caucota of the Fundación de Ayuda Social de la Iglesias Católicas [Catholic Churches Social Assistance Foundation] - FASIC, and the victims' representatives, Dr. Jaime Castillo-Velasco and Dr. Enrique Correa (Comisión Chilena de los Derechos Humanos).
