RIGHTS OF INDIGENOUS PEOPLES

The purpose of Module 6 is to review the international law related to the rights of indigenous peoples and explore international and domestic remedies available to vindicate them.

This module should help trainees understand/clarify for themselves:

  • the historical framework and current situation related to indigenous peoples’ rights;
  • the principal international standards and the areas they cover;
  • protections provided in domestic law in Latin America; and
  • international, regional and domestic mechanisms to protect indigenous peoples’ rights.

Suggested Methods

¨      The trainer can use poems, traditional songs and pictures of indigenous people to initiate discussion regarding their situation. In addition, participants can be asked to say what words come to mind on seeing a picture of an indigenous person.  The words should be listed on the board. These words can provide the starting point for discussing the differ­ences between indigenous peoples and others, and why the rights of indigenous peoples should be protected.

¨      Simulation of policy development: Participants could be asked to develop an economic and social policy for indigenous people or to critique an existing policy by using the fol­lowing five key points identified in the module.

-         Territories

-         Social and political organization

-         Economic development

-         Development of a platform

-         Valuing their identity

Following the presentation made by the participants, a lecture could be delivered summa­rizing the content of the module.
