USING MODULE 30 IN A TRAINING PROGRAM

The purpose of Module 30 is to provide an overview of possibilities for the protection of ESC rights within the Inter-American system.

This module should help trainees understand/clarify for themselves:

  • ESC rights provisions within regional instruments;
  • existing monitoring and implementation mechanisms;
  • the effectiveness to date of the Inter-American system in protecting ESC rights; and
  • possibilities offered by the Inter-American system and an exploration of ways of maxi­mizing the protection of ESC rights.

Suggested Methods

The extent of presentation of this module would depend on the group. 

¨      Lecture: If the group is not from the Americas, a simple lecture presentation on the Inter-American instruments and system would be sufficient.

¨      Presentation: In the case of a group from a country in the Americas, it is important to provide them with information on the American Convention on Human Rights and re­lated documents, and also the Inter-American Commission on Human Rights and Inter-American Court of Human Rights and how they can be effectively used for advancing ESC rights.  An individual who has experience in working with the commission (and/or court) and who is familiar with its procedures should be invited to give a talk.
