PART 2, SECTION 10 – STRATEGIES AND TOOLS REGIONAL LEVEL

USING MODULE 29 IN A TRAINING PROGRAM

THE COUNCIL OF EUROPE FRAMEWORK AND ESC RIGHTS

GO TO SECTION I - MODULE 29

The purpose of Module 29 is to provide an overview of the possibilities within the Council of Europe structure to protect ESC rights.

This module should help trainees understand/clarify for themselves:

  • the substantive ESC rights provisions within the European Social Charter;
  • monitoring and complaint mechanisms related to the Charter, and experience to date with these mechanisms;
  • possibilities for using the European Convention for the Protection of Human Rights and Fundamental Freedoms; and
  • strategies NGOs can use to promote ESC rights within the framework of the Council of Europe.

Suggested Methods

The extent of presentation of this module would depend on the group.

¨      Lecture: If the group is not from the European region, a simple lecture presentation on the Council of Europe framework would be sufficient.

¨      Presentation: In the case of a group from the European region, it is important to provide them with information on the European Social Charter, and on how it could be effectively used for advancing ESC rights.  An individual who has experience in utilizing the Charter and its related mechanisms and procedures should be invited to give a talk.
