USING MODULE 21 IN A TRAINING PROGRAM

DEVELOPMENT OF POLICY, PLANS AND LEGISLATION TO PROMOTE AND PROTECT ESC RIGHTS

The purpose of Module 21 is to suggest how activists can work towards the adoption of na­tional policies, plans and legislation that protect, promote and fulfill the government’s obli­gations with respect to ESC rights.

This module should help trainees understand/clarify for themselves:

  • the importance of working on policy and legislative changes for ensuring the enjoy­ment of ESC rights; and
  • how to develop strategies for effecting policy and legislative changes.

Suggested Methods

¨      Group discussion on national action plans: The facilitator can provide the participants a handout with information on the experience of South Africa in developing National Ac­tion Plans (see Module 21 for text).  The participants in small groups should discuss the South African experience and develop a model national action plan for their country.  Similar to the South African example, they can develop a national action plan for a spe­cific right.  The participants should also explain how they would advocate for the adop­tion of their national action plan by their respective governments. 

¨      Group work on developing and advocating model legislation: The facilitator can provide the participants a handout with information on the South African Rental Housing Bill (see Module 21 for text).  The participants in small groups should develop similar model bills and decide on advocacy strategies for their adoption.
