Conference: The "New Breed" of African Leaders and the Future of Human Rights and Democracy in Africa

İlknur Altuntas, Turkey

Dr. Altuntas has a bachelor’s degree in law, a master’s degree in civil law, and a doctorate in private international law. She is currently an investigative judge in the General Directorate of International Law and Foreign Relations of the Ministry of Justice in Turkey. During her Humphrey year, she will focus on the prevention of trafficking of persons.

Won Jin Baek, Republic of Korea

Mr. Baek is currently an officer of the Korea National Police Agency (KNPA) and serves as a senior inspector in the Innovation Planning division of the headquarters of KNPA where he is in charge of evaluating operations and managing police statistics. He has degrees in public administration and criminal justice and as a Humphrey fellow, will research how to create a successful network for sharing intelligence between his country and the United States.

Arlene (Kaka) Bag-ao, Philippines

Ms. Bag-ao is the executive director of BALAOD Mindanau, an alternative legal resource organization working towards the advancement and protection of the rights of farmers, fisher folks, and indigenous peoples’ organizations through the creative and developmental use of the law.  She is the convener of the Alternative Law Groups, a coalition of 18 developmental law organizations working toward justice reform in her country.  During her Humphrey year, she will focus on public interest law and human rights.

Carmen Borg, Malta

Ms. Borg has been a probation officer for the past seven years, within the Ministry for Justice and Home Affairs.  She has also served as a guest lecturer within the Institute of Forensic Studies at the University of Malta.  Ms. Borg holds a master’s degree in criminal justice studies and a bachelor’s degree in psychology.  During her Humphrey year, she will focus on human resource management within the criminal justice system.

Anna Ishaku, Nigeria

Ms. Ishaku has a bachelor’s degree in law. She started in private law practice, but has worked with the Kaduna state government for the past 20 years, serving as the director of public prosecutions.  She is also the solicitor general of the state and is currently the director of civil litigation. She is interested in setting up and maintaining government funded alternative dispute resolution centers throughout Nigeria.

Evelyn Jifon, Cameroon

Ms. Jifon has a bachelor’s degree in English, a master’s degree in public administration, and teaches management courses at the National Advanced School of Post and Telecommunications.  She is in charge of the budget department of the Cameroon Postal Services.  Also, she is an active member of both SISTERSHARE and NSOBAHTI women associations, which are both women’s economic empowerment NGOs.  During her Humphrey year, she will focus on human resources management strategies in public, private and non-governmental sectors.

Shatrujeet Singh Kapur, India

Mr. Kapur is an officer of the Indian Police Service and serves as deputy inspector general in the Central Bureau of Investigation (CBI).  In his policing career of 15 years, he has held several important positions in the state police as well as the CBI.  He holds a bachelor’s degree in engineering and a master’s degree in industrial management.  During this Humphrey year, Mr. Kapur will focus on the theoretical and practical aspects of the investigation of cyber crimes.

Hee Dong Lee, Republic of Korea

Mr. Lee has a bachelor’s degree in politics.  He has ten years experience and is currently a supervisor for the Corrections Bureau of the Ministry of Justice.  During his Humphrey year, he will focus on the application of human rights and mobilizing human resources in correctional facilities and treatment of inmates.

Aboubakary Mousmouni Moussa, Benin

Mr. Mousmouni Moussa holds a master’s degree in community development.  He is the senior advisor in social and educational activities specializing in community development at GERED-ONG, a local NGO.  During his Humphrey year, he will focus on non-profit management, and economic development.

Claudia Fiorella Rojas-Gómez, Costa Rica

Dr. Rojas has a Ph.D. from Ohio University in communication theories, processes and practices.  Recently, she has worked for Habitat for Humanity in San Jose as a community mobilization and student and youth programs adviser.  Ms. Rojas also worked as a cross-cultural trainer for Peace Corps volunteers in Costa Rica and Panama.  During her Humphrey year, she plans to strengthen her skills in the fields of non-profit management, community development, and human rights advocacy.

Pankaj Saxena, India

Mr. Saxena is an officer of the Indian Police Service and serves as superintendent of police in the Central Bureau of Investigation (CBI). In his policing career spanning over 13 years, he has held several important positions in the state of Jammue Kshmir as well as in the CBI.  He holds a bachelor’s degree in engineering and a master’s degree in police management.  During his Humphrey year, Mr. Saxena will focus on the theoretical and practical aspects of human rights in the context of terrorism.

Fedor Sinitsyn, Russia

Mr. Sinitsyn has master’s degrees in law and history and is currently a doctoral candidate in history.  He is currently the director of the Center for Assistance to Victims of Violence and Human Trafficking and an appointed member of a parliamentary group developing ant-trafficking legislation.  During his Humphrey year, he will focus on prevention of human trafficking, protection of trafficked victims, and human rights law.

Arnold Tsunga, Zimbabwe

Mr. Tsunga has a bachelor's degree in law and a master's degree in business administration. He is the executive director of Zimbabwe Lawyers for Human Rights and oversees organizational objectives focused on access to justice.  He is also the executive secretary for the society of Zimbabwe and the coordinator of the SADC Lawyers Association Human Rights Committee.  He has been awarded the 2006 Human Rights Watch Award and the 2006 Martin Ennals Award for Human Rights Defenders, whose jurors are the leading human rights groups globally.  During his Humphrey year, he will explore the linkages between the practice of law, human rights, and sustainable human and national development. The Zimbabwe Connection

Kun Yang, China

Mr. Yang has a bachelor's degree in law and a master's degree in civil law. He is currently working in the Ministry of Civil Affairs in the Bureau of Preferential Treatment and Resettlement of Demobilized Soldiers.  During his Humphrey year, he will focus on human resource management, public policy, and administration of veteran's affairs in the United States.
