Katia Cristina Xavier Alves, Brazil Supervisor, Urban Development Management Department in Caixo Economica Federal Ms. Alves, a supervisor for urban development projects, is responsible for evaluation of existing programs and the development of new programs. Ms. Alves holds a bachelor's degree in civil engineering and a certificate in environmental management. She wishes to focus on program evaluation, participatory management practices and sustainable development.

Ahmad Khamis Abulaban, Palestinian National Authority Administrative Director, Ramallah Municipality-Ramallah Mr. Abulaban is the administrative director for the Ramallah Municipality. Mr. Abulaban has also worked as the executive director of a community organization, the Sirreyet Ramallah, where he now serves as a board member. He has served as a member on the steering committee for the Palestinian NGO's Network, and as a board member of the Palestinian Swimming Federation, and the Palestinian Basketball Federation. Mr. Abulaban has a bachelor's degree in business administration from BirZeit University. He plans to focus on policy analysis and public administration during his Humphrey year.

Mikhail ben Rabah, Tunisia Public Auditor, Committee of Public Services Control, Prime Minister's Office Mr. ben Rabah is a public auditor for the Prime Minister of Tunisia. He is responsible for auditing public services, evaluation of public service administration and proposing organizational planning. He holds a bachelor's degree in business administration and a master's degree in public administration. During his Humphrey Fellowship year, he plans to concentrate on public administration and public management.

Rogerio Bondar, Brazil Technical Administrative Supervisor, Department of Transportation Mr. Bondar is a technical administrative supervisor in the department of transportation. In this position, he is responsible for driver's license suspensions, integrating actions with the justice department, and managing statistical data. He has degrees in psychology, psychoanalysis, and law. During his Humphrey year, Mr. Bondar wishes to examine the formulation of traffic laws and departmental collaboration with other departments and the public in executing traffic laws.

Samuel Bosompem, Ghana Principal Administrative Officer, Commission on Human Rights and Administrative Justice Mr. Bosompem is the principal administrative officer for public relations for the Commission on Human Rights and Administrative Justice and president of Civitas Ghana, an NGO dedicated to strengthening civic education in Ghana. He holds degrees in political science and international law. During his Humphrey year, Mr. Bosompem plans to focus on civic education and democracy development.

Shoaib Dastgir, Pakistan Senior Superintendent of Police-Investigation Branch, Punjab, Office of the Inspector General of Police Mr. Dastgir is a senior superintendent of police, with 16 years experience in operational policing, both nationally and internationally. He represented his country in the United Nations peace keeping contingent in Mozambique (1994) and Bosnia (2000/2001). Mr. Dastgir has a bachelor's degree in medicine and a master's degree in management from the University of Manchester. He is interested in exploring the dynamics of policy formulation, implementation, and analysis in private and public sector organizations.

Leonardo Filippini, Argentina Law Clerk to Justice Hilda Kogan, Supreme Court of Justice of Buenos Aires Mr. Filippini works as a law clerk at the Supreme Court of Justice in Argentina and for the institutional reform area of the Center of Legal and Social Studies in Argentina. Mr. Filippini has lectured, directed research, and published articles on international human rights, justice administration, and criminal law. Mr. Filippini holds a bachelor's and master's of law. His primary focus this year is transitional justice.

Reginald Sydney Fynn, Sierra Leone Barrister at Law & Solicitor, Private Legal Practice Mr. Fynn has a private legal practice in Freetown, Sierra Leone. He provides legal services to individual and corporate clients. He also teaches at the Milton Margai College of Education and Technology. He holds bachelor's degrees in international relations, English and law. During his Humphrey year he wishes to focus on international business transaction law and employment law with an eye toward legal reform efforts at home.

Nizar Kharbeche, Tunisia Public Auditor, Committee of Public Services Control, Prime Minister�s Office Mr. Kharbeche is a public auditor and deputy director in the committee of public service control for the Prime Minister's office in Tunisia. His duties include auditing public institutions and corporations, evaluating public policies, and proposing policy changes. Mr. Kharbeche holds a bachelor's degree in business studies and a master's degree in public administration. He plans to concentrate on financial diagnosis, evaluation of programs, and information systems during his Humphrey year.

Manoj Kumar Lall, India Deputy Commissioner of New Delhi Police, New Delhi Police Mr. Lall is deputy commissioner of police in Delhi. He is responsible for budgeting, and assists the commissioner of police on general administration, policy formulation, and issuing guidelines. He is also responsible for curriculum development, security of visiting officials, training, and efforts to decrease violence against women. Mr. Lall holds both a bachelor's and master's degree in zoology. He plans to focus on sustainable law enforcement, with a particular focus on the protection of human rights, during his Humphrey year.

Ketty Luzincourt, Haiti Professor, International Diplomacy, Port-au-Prince Ms. Luzincourt is a professor of international diplomacy in Port-au-Prince, Haiti. She teaches marketing and management and works as a consultant in organizational development. Ms. Luzincourt holds degrees in accounting, management and diplomatic sciences. During her Humphrey year, she plans to concentrate on peace studies and conflict resolution. She is interested in designing and implementing a similar area of studies in Haiti.

Valentine Namakula, Uganda Program Development Officer, Ministry of Justice and Constitutional Affairs Ms. Namakula works as an advisor to the Justice, Law and Order Sector under the Ministry of Justice and Constitutional Affairs in Uganda. Her role is to initiate and oversee reforms in the criminal justice system and promote sector wide coordination and cooperation. Ms. Namakula holds a bachelor of law degree and continues to pursue a master's degree in sociology. Her Humphrey year will focus on criminal justice policy formulation and analysis and identification of administrative best practices, aimed at improving governance and rule of law in Uganda.

Nargis Pervin, Bangladesh Assistant Project Officer-Child Protection Section, UNICEF Bangladesh Ms. Pervin is the assistant project officer for the child protection section for UNICEF in Dhaka, Bangladesh. She is responsible for the planning, implementation, and management of programs related to empowerment and protection of children and women. She holds both a bachelor's and master's degree in English from Dhaka University. During her Humphrey year, Ms. Pervin plans to study human rights, with a particular focus on the rights of children and women.

Muhammad Tahir, Pakistan Senior Superintendent of Police-Investigation Branch, Punjab, Office of the Inspector General of Police Mr. Tahir is a senior superintendent of police investigations in the provincial investigation branch in Punjab. His duties include conducting investigations on behalf of the provincial chief of police and the monitoring of crimes against women and children. He holds a bachelor's degree in economics and psychology and a master's degree in economics. Mr. Tahir wishes to focus on human rights and law enforcement during his Humphrey year, paying particular attention to issues of human rights abuses.

Claudia Torres-Bartyzel, Poland Director of Department of Civil Service Training & Development, Office of Civil Service Ms. Torres-Bartyzel is the director of the Department of Civil Service Training and Development. She is in charge of training and development programs for the Polish civil service and for maintaining relationships with comparable international organizations. She holds a master's degree in sociology and a postgraduate degree in public administration. Ms. Torres-Bartyzel plans to concentrate on leadership, philosophy of government, and public management during her Humphrey year.

Bioaxia Wang, People's Republic of China Vice Mayor, The People's Government of Laizhou City, Shandong Province Ms. Wang is the vice-mayor of Laizhou City in Shandon province. She is responsible for the departments of science and technology, foreign affairs, and foreign investment. Ms. Wang is also an entrepreneur and business owner. She has advanced degrees in chemical engineering and pharmacy. During her Humphrey year, she wishes to focus on municipal and state management and the interaction between the various levels of government.

Woon Cheol Yeo, Republic of Korea Education Officer, Corrections Bureau, Ministry of Justice Mr. Yeo is a senior education officer in the Ministry of Justice. He provides counseling services and supervises and provides instruction for offenders in the Korean correctional system. Mr. Yeo holds a bachelor's and master's degree in counseling psychology. During his Humphrey year he plans to concentrate on the provision of psychological counseling services for inmates in correctional facilities.
