Review of New Performance Appraisal Form: School of Public Health. Karla Wright, Judy Peterson, and Mary Beth Percy from Human Resources in the Academic Health Center (AHC) attended the meeting to present and discuss the new performance appraisal form proposed for the School of Public Health. A copy of the form was distributed by fax prior to the meeting to committee members for their review and copies were available at the meeting as well; a copy of a letter to the committee from Jeanette Louden, Director of HR in the AHC, was also distributed to committee members re: performance management initiatives at the Academic Health Center. The performance appraisal form identified performance factors and expected standards that are important to the success of the AHC. The use of this form also encourages supervisors to de-emphasize "rating" people and emphasize communication, understanding, and development. In addition to the form, the HR office will provide "A Management Guide" for the improved process, and will continue to provide training about the importance of the performance management process, setting goals and objectives, and supervisory communication skill development. Although it was noted that compliance issues need to be addressed, ownership and understanding by the units is what will make this new form valuable.
One member of the Civil Service Committee requested that an indication of whether job duties have changed from year to year be included on the form. It was added that the form was well-defined and that it is a fundamental tool for communication and conversation between supervisor and employee. Committee members recognized that it may be a challenge to encourage consistent use of the form across all units of the AHC. Overall, however, the CSC felt the new performance appraisal form was valuable and asked for feedback on its effectiveness.
The PR Subcommittee has also drafted a proposal for a Civil Service Theme Day at the University. A draft proposal was written by George Hoh and distributed to committee members at the meeting. The following recommendations were made by CSC members about the event: 1) gain support of the CSBU; 2) sponsor an event such as raising money for a cause; 3) promote the event by painting a panel on the bridge during the September bridge painting. Mr. Hoh added that he is looking for civil service employees with musical talent to form a CS musical group for the event. Overall, the committee supported the proposal and asked that it be submitted as is to VP Carol Carrier, Human Resources, for further discussion.
Kaye Aho noted that there has been no update on the compensation survey at this point. She added that the Survey Research Center is currently working on compiling the data, and that she hopes to give the CSC an update on the timeframe of this project at the August retreat. FYI: Ms. Aho pointed out that approximately 2,000 employees responded to the survey request, and nearly 1,500 of those were submitted electronically.
