What is "Civil Service"?
The University of Minnesota civil service staff does professional, non-academic work and is not a bargaining unit. Job classification numbers begin with 0, 3, 7 or 8.
Why am I considered a "bargaining unit" employee? I'm not a member of a union.
The Public Employee Labor Relations Act (PELRA), a State statute passed in 1984, defines University of Minnesota employee groups. Overall, the statute is about public employee bargaining units. The statute gives the identified employee units the option to choose to be represented by a union. Several years ago civil service employees at the University of Minnesota voted not to be represented by a union.
What is the Civil Service Committee?
The Civil Service Committee (CSC) consists of 15 members appointed by the University President with the approval of the Board of Regents. The mission of the CSC is to support the overall mission of the University of Minnesota by representing the interests of civil service employees and participating in the shared governance structure of the University.
- What are the CSC responsibilities or charge?
- Review and interpret civil service rules
- Review and approve proposed changes to the compensation plan
- Review and approve proposed changes in salary ranges
- Act as an appeals board in cases involving JEQ/JRQ appeals
- Provide advocacy resources to Civil Service employees
- Review changes in job classifications
- Consult in developing performance appraisal plans
- Appoint civil service representatives to U committees and boards

Can I attend a CSC meeting or sub-committee meeting?
Civil Service Committee meetings are held once every month and are open to all employees. For meeting dates and locations check the CSC website http://www1.umn.edu/csc/index.html . All Civil Service staff may participate as a sub-committee member. Meeting schedules are posted on the sub-committee webpage. Some sub-committees do not meet regularly. Contact the coordinator to find out how you can participate.
How does the CSC communicate with its constituency?
The CSC sends a monthly electronic newsletter, e-InTouch, containing a summary of issues and news pertaining to civil service staff. Several times each year the CSC writes articles for U Brief.
How can I become a CSC member?
Civil service employees with at least a 50% appointment for two years are eligible to apply. The application process begins in February for openings whose term begins July 1. The 15 members are apportioned in the following areas: 6 VP & P Academic Affairs; 3 VP Academic Health Center; 3 Coordinate Campuses; 3 At-Large (units not included elsewhere).
Are there other ways I can get involved in University governance?
Yes, the University Senate has 23 civil service Senators who are elected to 3-year, alternating terms. Elections are held online in April. Another opportunity to get involved in governance is to apply for an open civil service position on a University Senate committee. Open positions are listed on the CSC website http://www1.umn.edu/csc/subcommittees/senass.html and in the e-InTouch newsletter under Senate Delegations news.

What is the pay plan process?
The Vice President of Human Resources prepares a compensation plan that includes provisions for any salary increases (salary structure movement, across-the-board and merit increase amounts and provisions), with input from the Civil Service Committee. The Compensation-Benefits sub-committee influences the design of the compensation plan by working with Human Resources Compensation Director and/or staff to discuss the interests of Civil Service employees. The discussions typically start in November-December with the full Committee voting on the plan in January.
