Mail Preparation

at the University of Minnesota

INTRODUCTION

This guide has been prepared by Addressing and Mailing Services to provide general information and rates for the various mail services commonly used at the University. If your department is planning a mailing whether it is only a few pieces or thousands this guide can help you carry it through successfully.

ADDRESSING AND MAILING SERVICES

The University of Minnesota's Addressing and Mailing Services is in business to help you handle small or large on-campus, off-campus, or coordinate campus mailings. We prepare all classes of mailings for the post office. Services include mailing-list maintenance, label generation, hand labeling and inserting, machine labeling and inserting, ink jet addressing, stapling, folding, weighing and metering, USPS sortation, and delivery to the Post Office.


QUESTIONS TO ASK

Before you start a mailing, you should consider all the work and time factors involved. Here are some questions you should ask:

Do envelopes need to be ordered? Addressing and Mailing keeps a stock of standard envelopes. They are also available through University Stores. For business envelopes with your University return address, call Printing Services at 625-9500.

Are any materials to be printed or duplicated? Printing Services (625-9500) can provide advice, cost estimates, graphic design, and printing when needed. When choosing the size and materials for a piece, keep its weight and dimensions in mind this will affect your mailing costs.

Do labels need to be generated? If you are not providing your own labels, arrange to have them generated by Addressing and Mailing. If you order computer-generated mailing labels from another organization, be sure to check that they are compatible with Addressing and Mailing's Cheshire labeling system. If you have any doubts about format, call Addressing and Mailing at 626-0222. If ZIP codes are used, please have the list generated in ZIP code order. If the labels are to be affixed mechanically, use either the four-name-across Cheshire type or the single-row Pressure Sensitive (peel-and-stick) format. Addressing and Mailing can also import data from your computer via 3 1/2" or 5 1/4" floppy disks or via the network or e-mail. On most mailings where data is provided, the address is applied directly to the piece. This frees up your printer and allows us to run your list through a presort program to obtain more economical postage rates.

Do you need to send Business Reply Mail envelopes or postcards? If so, call Campus Mail at 625-6560 to get permission to use the University's permit number in your mailings and to request requirements for proper format. (See Appendix H for more information about Business Reply Mail.)

Is the mailing going out First Class (faster and more expensive) or Standard (cheaper and slower, with a minimum of 200 pieces)? Or should you take advantage of a more specialized mail service such as Periodicals? If you have any questions about the most efficient and cost-effective way to complete a mailing, check this guide or call Addressing and Mailing Services at 626-0222. Allow three to five working days for us to process a large bulk mailing before we bring it to the Minneapolis post office. We turn around First Class Mail within 48 hours.


USING ADDRESSING AND MAILING SERVICES

When you are ready to do a mailing you can place an order over the phone by calling us at 626-0222 or by sending a message electronically via E-mail to smith248@tc.umn.edu

We will need the following information:
Department name.

CUFS account string for billing.

A job title for clarification and identification.

The name and phone number of a contact person.

Your campus address for delivery of extras.

An approximate date the materials will arrive in our department.

An approximate count of the number being mailed.

A job description of what we will be doing for you.

U.S. POSTAL SERVICES

1. FIRST CLASS MAIL

All mailable matter weighing 13 ounces and less may be sent as First Class Mail. The following items must be mailed as First Class or Express Mail:

 

EXAMPLES OF FIRST CLASS MAIL

The following are examples of items that must be sent First Class or Express Mail:

Handwritten or typewritten matter, including identical copies prepared by an automatic typewriter. This does not include computer-produced documents, although this material is subject to First Class postage if it has the character of personal correspondence.

Autograph albums containing writing

Notebooks or blank books containing hand written or typewritten entries or shorthand notes

Blank printed forms filled out in writing, such as notices, certificates, and canceled or uncanceled checks

Printed price lists containing handwritten figures

Printed cards or letters bearing a handwritten date concerning an event.

FIRST CLASS POSTCARDS

Postcards can be purchased from the post office with the postage preprinted on each card. Privately printed postcards (size limitations: .007-.016" thick; not larger than 4 1/4" by 6", not smaller than 3 1/2" by 5"; rectangular) go First Class. See Appendix D. for the current postcard postage rate. If you wish to use postcards that do not meet the size and thickness requirements, they must be posted at the First Class letter rate. If they are entirely preprinted, postcards can be mailed at the Standard rate.

PRIORITY MAIL

All First Class Mail over 13 ounces and not over 70 pounds is considered Priority Mail. You can expedite delivery of other classes of mail (Standard and First Class under 13 ounces) by sending them as Priority Mail. Delivery standards for Priority Mail are two to three days. The maximum size of Priority Mail packages is 108" in length and girth combined. Over 5 Ibs., Priority Mail is zone-rated by weight and distance. For specific rates see Appendix D or call the post office or Addressing and Mailing at 626-0222.

BUSINESS REPLY MAIL

Business Reply Mail is a special First Class Mail arrangement whereby the original sender can pay postage for replies to a United States address from any United States location. The University of Minnesota holds a Business Reply Mail permit administered by Campus Mail. Departments can make arrangements to use the permit by calling Campus Mail at 625-6560. lllustrations of printing guidelines for Business Reply Mail are in Appendix H. For current postage rates on Business Reply Mail, see First Class rate information in Appendix D.

 

2. EXPRESS MAIL

For time-sensitive, mailable matter up to 70 pounds, Express Mail offers high-speed service. Two basic services are available within the United States.
A. Post office-to-post office
B. Post office-to-addressee

Express Mail may be metered or paid through an Express Mail Corporate Account.

 

3. PERIODICAL MAIL

Periodical Mail is generally prepared by printers and publishers and is used for mail distribution of newspapers, magazines, and other periodical publications. You must submit a sample to the U .S. Postal Service to obtain a permit. If you intend to mass-mail a periodical, call Addressing and Mailing at 626-0222 for more information about this class of mail.

 

4. STANDARD MAIL

Standard Mail includes mail formerly classified as third class mail and as fourth class mail.
Third class is referred to as Standard Mail A.
Fourth class is referred to as Standard Mail B.

 

 

STANDARD MAIL A

Bulk Rates are considerably lower than the first class single piece rates because bulk mail must be presorted and delivered to the post office. Addressing and Mailing offers presorting and delivery services for all University units.Standard Mail typically consists of circulars, booklets, catalogs, photographs, drawings, books, and other printed items weighing less than 16 ounces each. There are two categories in Standard Mail: Non-Profit Rate and Bulk Rate. The post office does not guarantee delivery of Standard Mail within a given time period. Generally, delivery within the metropolitan area is within three-five business days; deliveries to the East and West Coasts can take up to ten business days.Nonprofit Standard or regular bulk mail has two size categories, letter and non-letter. Letter pieces must be no larger than 6 1/8"x11 1/2" or less than 3 1/2"x5" (See Appendix B). All other mail is considered non-letter for rate purposes.

QUALIFYING FOR BULK STANDARD

To qualify for bulk rates, a mailing must meet the following requirements:

 

NONPROFIT BULK RATE

Most University units qualify for Bulk Standard service at the special Nonprofit Bulk Standard Rate, which is lower than the regular Bulk Rate. The University is classified by the post office as a nonprofit organization and holds a permit for mailing at nonprofit bulk rates. The post office recognizes any University department listed in the official University Student and Staff Directory as having nonprofit status. If your organization is not listed, call Addressing and Mailing for more information. Only organizations classified by the Postal Service as nonprofit groups may mail at this lower rate. Presort Nonprofit Standard current rate information is in Appendix D.

 

Standard bulk rates are determined by the amount of time and handling presorting saves the post office. These savings are passed back to you in the form of discounted rates. All bulk mail must be presorted to a certain degree before it is delivered to the post office. Mailings can be presorted at three levels: basic, three/five digit, and automated.

 

Addressing and Mailing provides these presorting services:

1. Basic Presort

2. Three/Five Digit Presort Level: Each piece of mail must be part of a group of 10 or more pieces sorted to the same 3/5-digit ZIP code.

3. Carrier Route Presort Level: Your mail must be sequenced according to a preset delivery scheme for each carrier route. Each piece must be a part of a group of 10 or more pieces sorted to the same carrier route and must be automation compatible. Mail is delivered to several postal stations (to obtain destination discounts of .016¢ up to .021¢).

4. Postnet barcoding on automation compatible mail to obtain postal discounts. For more specific guidelines, call Addressing and Mailing.

5. We strongly suggest that you prepare all bulk mailings through Addressing and Mailing.

 

USING PERMITS

All bulk material may be sent by permit (or it may be metered). University units may use the all-University permit, registered with the Minneapolis post office. Because Addressing and Mailing Services is responsible for all mail sent under the University's permit, you must send bulk material through Addressing and Mailing Services. The post office will not accept it otherwise. The post office prefers that University departments or organizations use the all-University permit number. If a unit wishes to have its own permit, however, it can make arrangements with the post office by calling 349-4741. Permit holders pay a one-time fee for a permit number and an annual Bulk Mail fee. They must deposit money for postage in advance of a mailing or a check at the time of mailing; otherwise, the post office will not accept it.

 

PERMIT INDICIA

All mail that is paid for by permit must bear information, called an indicia, designating which rate it is being mailed at. The three indicia formats usually used by University units are shown below.

The permit indicia must be obliterated on any pieces circulated in any way other than as part of a bulk mailing. Matter that bears an indicia may not be mailed in combination with another piece or enclosed in an envelope unless the indicia is crossed out. You may affix a postage stamp or postage meter tape over the indicia for First Class mailing.

 

USING THE NONPROFIT INDICIA

If you use a return address with the indicia, it must be that of the organization authorized to mail at the nonprofit rate. If there is no return address, the name and address of the organization must appear in a prominent position in the message. For example, a University department using the all-University permit must include both its own name and the words "University of Minnesota" in a return address if there is one; if there is no return address, this identification must appear in a conspicuous place in the text.

 

Cooperative mailings by two or more organizations that hold nonprofit permits must identify the name and address of one of the organizations. Cooperative mailings may not be made at the nonprofit rate if one or more of the cooperating organizations is not entitled to the special rate.

 

STANDARD MAIL B

This class of mail includes merchandise, printed matter, mailable live animals, and all other matter weighing 16 ounces or more which is not included in First Class, Periodical, or Priority Mail. The basic difference between Standard A and Standard B mail is weight. Any item that weighs 16 ounces or more is classified as Standard B. Within this class there are several categories such as Bound Printed Matter, Library Rate, Special Standard Books, Film, Music, Manuscripts and Sound Recordings.

 

Bound Printed Matter

Previously known as the Catalog Rate, this is the category of Standard B that weighs at least one pound and not more than 15 pounds and is based on zone and weight

 

BULK BOUND PRINTED MATTER

A mailing qualifies for Bulk Bound Printed Matter rates if it consists of 300 or more pieces of bound printed matter and may contain non-identical weight pieces only if correct postage is affixed.

 

Current Rates for Bound Printed Matter

An item's rate depends partially on the zone to which it is sent. The farther the zone lies from the Twin Cities, the higher the postage. For current rates for Bound Printed Matter, call Addressing and Mailing at 626-0222.

 

SPECIAL STANDARD MAIL

Items that qualify for the Special Standard (formally called the Book Rate) are: Books at least eight pages long,16mm or narrower-width films, film catalogs, printed music, objective test materials, sound recordings, video recordings, manuscripts, play scripts, educational reference charts, medical information, computer-readable media, and guides. Parcels must be marked "Special Standard." Enclosures, such as envelopes and order forms, are permitted. You do not have to obtain a special permit to use this rate class. Current Rates for Special Standard Mail is in Appendix E.

LIBRARY MAIL

Library Mail is a reduced-rate service intended for the circulation of instructional materials by mail. It is Standard Mail with rates based on weight without regard to zone. The following items may be mailed at the Library Rate when they are loaned or exchanged between schools; colleges; universities; public libraries; museums; herbariums; and nonprofit religious, educational, scientific, charitable, agricultural, labor, veteran, or fraternal organizations:

No permit is required for using Library Rate. The marking "Library Rate" must appear on the address side of each package. The address must list the organization first, then the name of the individual.

PARCEL POST

Provides for delivery of merchandise using a zoned and weight rate base.


INTERNATIONAL MAIL

International Mail includes letters, letter packages, printed matter, small packages of merchandise and samples, and Parcel Post destined for other countries. APO (Army Post Office) and FPO (Fleet Post Office) mail is not considered International Mail.

LETTERS AND LETTER PACKAGES

Items of mail containing personal handwritten or typewritten communications having the character of current correspondence must be sent as letters or letter packages. Unless prohibited by the country of destination, merchandise or other articles within the applicable weight and size limits may also be mailed at the letter rate of postage. The weight limit to all countries is four pounds.

 

POSTCARDS

Postcards consist of single cards sent without a wrapper or envelope. Folded double cards must be mailed in envelopes at the letter rate of postage. For postage, see Appendix E.

 

AEROGRAMMES

These are air letter sheets that can be folded into the form of an envelope and sealed. Tape or stickers must not be used to seal aerogrammes, and enclosures are not permitted. For postage, see Appendix E.

 

OTHER ARTICLES

Catalogs and directories are subject to the postage rates for regular printed matter. Publishers' periodicals mailed by anyone other than the publisher or news agent are subject to the weight limits for regular printed matter.

 

DIRECT SACK OF PRINTED MATTER TO ONE ADDRESSEE (M BAG)

If you are mailing printed matter in quantities of 11 pounds or more to one addressee you may enclose such matter in mail sacks addressed directly to the addressee. The weight of the contents cannot be less than 11 pounds. The combined weight of the sack and its contents cannot exceed 66 pounds.

 

SMALL PACKETS

This class of mail is for sending small items, gifts, merchandise, audio and video tapes, commercial samples, or documents that do not have the character of current personal correspondence. The postage rates are lower than those for letter packages or parcel post. The weight limit for most countries is four pounds.

 

PARCEL POST AIR OR SURFACE

International Parcel Post resembles domestic zone-rated Standard B Mail. Packages of merchandise, or any other articles that are not required to be mailed at letter postage rates, can be sent as Parcel Post. Written communications having the nature of current personal correspondence are not permitted. Parcel Post is the only class of mail that can be insured. Maximum weight limits for Parcel Post vary from country to country, but are usually 22 or 44 pounds.

 

EXPRESS MAIL INTERNATIONAL

Custom design or on-demand weight limitations are listed in individual country charts. Size limitations are maximum length 36" maximum length and girth 79".

 

PREPARING INTERNATIONAL MAIL ADDRESSING

The full destination address should be typed or legibly written with Roman letters and Arabic numerals and placed lengthwise on one side of the item. An address in a foreign language is permissible provided the names of the city, province, and country are also indicated in English. The bottom line of the address must show only the country of destination written in full and all caps.

We recommend that the name and address of the sender and addressee also be included inside parcels. Items sent to General Delivery must indicate the name of the addressee and the French endorsement Post Restant (General Delivery). The sender's name and address, including ZIP code, should be shown on all mail.

TIPS FOR INTERNATIONAL AIR MAIL

Keep in mind: -Use Air Mail to assure speedy delivery -Mark "PAR AVION" clearly on the envelope front and back and to the left of the address. -Weigh items on a sensitive scale. The letter rate varies per half ounce depending on destination (see Appendix E for details).

 

SPECIAL SERVICES

CERTIFIED MAIL

Certified Mail provides the sender with a receipt for proof of mailing and a record of delivery at the addressee's post office. For an additional fee, the sender may request a return receipt for proof of delivery. Certified Mail is for items of little intrinsic value and is sent and handled as ordinary mail. For valuables and irreplaceable items, you should use insured or registered mail. Certified Mail service is not available for international mail, and can only be used on First Class domestic mail. Current fees for Certified Mail are listed in Appendix F.

 

REGISTERED MAIL

Registered Mail provides protection for valuable and important mail, plus evidence of mailing and delivery. The extra security can delay delivery by 24 to 48 hours over normal.

 

First Class Mail. Registered Mail must be taken to the post office. Registered Mail is protected against loss or damage when you register it at its full value. The minimum fee is $6.20 (for values up to $100), plus First Class or Priority postage. Fees increase in proportion to registered value.

 

CERTIFICATE OF MAILING

Provides evidence of mailing only at a cost of $.60 per individual piece. A group rate called a Firm Book is available at $.25 each piece.

 

USPS INSURED MAIL

This service provides payment for loss or damage of merchandise in Standard and Special Standard Mail or First Class and Priority Mail. You must deliver the mail to the post office. Current fees for Insured Mail are in Appendix F.

 

SPECIAL HANDLING

Often confused with Special Delivery, this service provides preferential handling in dispatch and transport of Standard and Special Standard Mail, including insured and COD mail. The designated items are loaded on the mail trucks last and unloaded first at the destination. Fragile items do not receive special care; anything breakable should be packed with adequate cushioning and marked "fragile." Try this service on an experimental basis to see if the speed of delivery is improved over regular Standard or Special Standard Mail. Its effectiveness depends on the characteristics of the post offices and transport involved. Current fees for Special Handling are in Appendix G.

 

ALTERNATIVE VENDORS

Addressing and Mailing Services uses a variety of vendors, including:

DELIVERY CONFIRMATION

Delivery Confirmation is an economical service that you can use to determine whether a specific mailpiece has been delivered or if delivery has been attempted. Delivery information is provided from the USPS via telephone or internet access.

Signature Confirmation is available if used with Delivery Confirmation. This gives you the option of having the recipients name and signature captured electronically. Signature information is provided from the USPS via telephone or internet access.

This service is available for Priority Mail and Standard B (which includes Parcel Post, Bound Printed Matter, Library Mail, and Special Standard Mail).

 

APPENDIX A:

MAILER ENDORSEMENT RULES

FORWARDING, RETURN, AND ADDRESS SERVICE

The folowing charts outline the ways post offices deal with various endorsements. An endorsement is a brief statement, in the official wording of the post office, stamped directly below the return address.

These charts may be useful if an item you mailed or expect to receive has not reached its destination in a reasonable time, or if you must deal with an undeliverable item. You may be able to expedite tracing or delivery if you know what the post office has done with item and are able to provide information.

Note: All of the following endorsements must have a minimum of 1/4" clear space between the return address and the endorsement. Also a minimum of 1/4" clear space below the endorsement. The type may not be smaller than 8 point. If an endorsement is used, reverse printing (light ink on a dark background) is not allowed. The endorsement must appear directly below the return address.

Letter mail must fall within a certain range of sizes and shapes or be mailable at the regular rate. Irregular pieces (i.e., pieces that are too thin or square, or that exceed 1/4" in thickness) are subject to a surcharge, and pieces smaller than 3 1/2" x 5" are unmailable.

To determine whether a piece has standard dimensions, place it horizontally on the template with the lower left corner at the lower left corner of the template. If the upper right corner is within the shaded area, the piece is considered standard. If it is in the area to the bottom or left of the shaded area, the piece is considered standard. If it is in the area to the bottom or left of the shaded area, the piece is subject to a $.11 surcharge. If it is within the box on the lower left, it's too small to mail. Pieces thicker than 1/4" are subject to a surcharge.

A note on self-mailers:

Addressing and Mailing Services recommends the following for designing self-mailers:

  1. A clear space that provides for: a) label or address, b) permit or postage, and c) return address with endorsement, if any.
  2. Print to be a dark ink on a light background.
  3. Clear space dimensions should be at least 3 1/2"H x 5"W in size.

Overview:
The University of Minnesota has a central BRM permit which all departments may use. This permit is maintained at Campus Mail. The Annual fees mentioned below are paid by Campus Mail, and a per piece fee of 6¢ is added to cover administrative costs. For an annual fee, a BRM permit is available for distributing business reply cards, envelopes, self-mailers, cartons, or labels. Business reply mail (BRM) allows the permit holder to receive First-Class Mail back from customers by paying postage only on the mail returned. The BRM permit holder guarantees payment of First-Class postage plus a per-piece fee for pieces returned by the USPS (see payment options below). When designing a BRM mailpiece or label, mailers must consult with campus mail at 625-6560. The piece must conform to a specific format to qualify as BRM, and proofs should be approved by campus mail before printing.

Other Post Offices
A BRM permit holder can allow its affiliated agents to use that permit number to receive company business reply mail at anyother post office. The original permit holder must supply the affiliate with a letter authorizing the use of the BRM permit and a copy of the USPS receipt showing the annual fee payment for that permit. That information, in turn, must be supplied to the affiliate's local post office. The affiliate's mailpiece design should be approved by the USPS, using any of the above payment methods to receive the mail. Any fee or charge beyond the annual permit fee is paid by the affiliate's office.

Authorized users of official mail may distribute BRM, subject to E060 and S922.
